Ghost names receiving unearned funds from government coffers continue to be a major challenge in Ghana’s fight against corruption.
The latest revelation is contained in the recent report of the Auditor-General on the Public Accounts of Ghana’s Ministries, Departments and Agencies.
According to the report, three unidentified persons received a total of GHC30,750.77 for no work done at the Head Office of the Ministry of Trade and Industry through the Electronic Salary Payment Vouchers (ESPV).
The Auditor-General explains that this payment is in contravention of the Regulation 92 of the Public Financial Management Regulation, 2019.
“Contrary to Regulation 92 of PFMR, 2019 our review of the Ministry’s
payroll disclosed that three unknown names were paid unearned salaries totalling
GH¢30,750.77 through the Electronic Salary Payment Vouchers (ESPV),” portions of the report cited by ABC News read.
In view of this anomaly, the Auditor-General has charged the Ministry to recover the said amount from the Chief Director and all the Validators.
The report noted that “the total unearned salaries of GH¢30,750.77 should
be recovered from the Chief Director and the Validators.”
