Edem Agbana urges support for Ghana Scholarships Authority Bill to ensure merit-based scholarships

Edem Agbana, Member of Parliament for Ketu North, is championing the Ghana Scholarships Authority Bill, 2025, describing it as a bold move toward fairness and equity in the country’s scholarship system. He believes the legislation has the potential to uproot deep-seated corruption, favoritism, and political influence that have long plagued educational support programmes.

Sharing his views in a Facebook post on Thursday, July 17, Mr Agbana, who serves on Parliament’s Education Committee, said the bill had undergone rigorous scrutiny at the committee level. “As a member of the Parliamentary Select Committee on Education, I have thoroughly reviewed the draft Ghana Scholarships Authority Bill,” he wrote.

The lawmaker explained that the new bill proposes merit- and need-based criteria for awarding scholarships, coupled with robust accountability mechanisms. He expressed hope that the reforms would restore trust in a system many Ghanaians have grown disillusioned with due to politically motivated selections and opaque processes.

“Once passed, this legislation will put an end to nepotism, corruption, and political patronage in the administration of scholarships,” Agbana stated. He added that Parliament has a responsibility to back this change for the sake of young Ghanaians, whose opportunities should not be determined by political affiliations.

Calling the bill not just a legal fix but a “moral commitment,” Mr Agbana urged fellow MPs to rise above partisanship and support the proposed law. “This is not just a legal reform,” he said. “It is a moral commitment to give every Ghanaian student a fair chance, regardless of background or party affiliation.”
