Minister for Transportation Joseph Bukari Nikpe has revealed that the long-anticipated bill to legalise commercial motorbike operations — popularly known as Okada — is set to be passed in the coming days.
Speaking on JoyFM’s Super Morning Show on Thursday, December 11, Mr. Nikpe announced that the Ministry has completed all required consultations and is confident that Parliament will soon approve the legislation.
He stated, “I am working on the Okada bill. When it is passed within the days to come, I will have the joy to be on air with you.”
The proposed regulatory framework aims to formalise the Okada industry through structured guidelines on registration, rider training, licensing, and safety compliance, ensuring that commercial motorbike operations are conducted responsibly nationwide.
Mr. Nikpe submitted the bill to Parliament on Wednesday, marking a significant step toward fulfilling the governing NDC government’s pledge to legalise the use of motorbikes for commercial purposes — an activity already widely practised across the country.
The government believes legalising and regulating Okada operations will help reduce youth unemployment, especially among young men. In many urban areas, motorbikes are already relied upon for deliveries and as a quick transport option during heavy traffic, offering a faster alternative to traditional vehicles.
