Ghanaian preacher and outspoken social commentator, Prophet Kumchacha, has publicly criticized President John Dramani Mahama over the recently introduced “Dumsor Levy”, a GH₵1 charge on fuel aimed at tackling Ghana’s persistent energy sector debts.
The controversial levy, announced by Finance Minister Dr. Cassiel Ato Forson, was introduced as part of broader efforts to stabilize the country’s energy infrastructure and manage liabilities owed to independent power producers (IPPs). According to Dr. Forson, the GH₵1 fee represents a small but essential step toward preventing future power outages and ensuring a more efficient, debt-free energy system.
Despite the government’s rationale, the levy has sparked widespread criticism. Ghanaians from all walks of life, including civil society groups and political opposition, have described the move as ill-timed and burdensome, especially amid rising fuel prices and a high cost of living. Many have taken to social media to demand the levy’s withdrawal, arguing that ordinary citizens should not bear the cost of mismanagement in the energy sector.
Reacting to the issue, Prophet Kumchacha voiced his disappointment in President Mahama, calling the GH₵1 levy insufficient to meaningfully resolve the energy sector’s debt crisis.
In a widely circulated video, he argued that the government should increase the amount and implement a comprehensive strategy that not only clears outstanding debts but also guarantees a consistent electricity supply for the future.
Prophet Kumchacha further pointed out that the current administration inherited a financially distressed economy from the previous Akufo-Addo-led government. He stressed the importance of adopting sustainable and strategic measures to address the longstanding challenges in Ghana’s energy sector.
