Economist Dr Theophilus Acheampong appointed as Technical Advisor at Ghana’s Ministry of Finance.

Economist and political risk specialist Dr Theophilus Acheampong has been appointed a Technical Advisor at the Ministry of Finance, adding a seasoned and data-driven voice to Ghana’s economic management team.

His appointment comes at a crucial time as the country navigates complex global and domestic fiscal challenges. Widely known in Ghana’s media and policy circles for his incisive analysis, Dr Acheampong has spent over a decade shaping national conversations on public finance, energy, governance, and economic reform.

For many observers, his transition into a formal advisory position is viewed as a natural step, given his longstanding contribution to national and international economic discourse.

Dr Acheampong brings over 15 years of experience across energy and extractives, fiscal policy, and political risk. He has delivered or co-led more than 60 consultancy projects globally, supporting development finance institutions, international agencies, private equity firms, and multinational corporations.

His professional expertise covers economic and financial modelling, integrity risk assessments, and sustainable development planning.

Dr Acheampong holds a PhD in Economics from the University of Aberdeen, where he specialised in upstream fiscal regimes and energy systems modelling. He also earned an MSc in Energy Economics and Finance from Aberdeen, a BSc in Chemical Engineering from KNUST, and is currently pursuing an MSc in Taxation at the University of Oxford.

In academia, he lectures as an Adjunct Professor at the Universities of Dundee and Aberdeen in the UK, as well as at the University of Ghana and the University of Energy and Natural Resources. His teaching and mentorship continue to shape the next generation of policy and economics professionals.

Beyond academia, Dr Acheampong is a non-resident fellow at the European Council on Foreign Relations and IMANI, and serves on the boards of Natural Resource Charter Limited and the African Council in the UK. He also leads Research and Markets at the Critical Minerals Africa Group.

His commentary and research have been featured in top international media outlets, including BBC, The Economist, The Wall Street Journal, and Bloomberg, reflecting his global influence and reputation for clear, evidence-based insight.

With this appointment, the Ministry of Finance gains a technical advisor whose expertise blends academic rigour, private sector experience, and global policy exposure, a combination expected to strengthen Ghana’s long-term fiscal planning and economic transformation efforts.
