Works and Housing Minister Inaugurates Boards for State Housing Company and Two Other Agencies

The Ministry of Works and Housing has inaugurated new governing boards for three key institutions: the State Housing Company Limited, the Public Servants Housing Loan Scheme, and the Real Estate Agency Council. The boards are expected to strengthen Ghana’s housing sector by driving innovation, financing, regulation, and service delivery.

Speaking at the ceremony, Sector Minister Kenneth Gilbert Adjei charged the newly sworn-in State Housing Company Board to prioritise innovative financing mechanisms to support critical national housing projects.

These include the Pokuase-Afiaman Housing Project, the Dedesua Affordable Housing Project in the Ashanti Region, and the District Housing Programme aimed at delivering quality homes across all districts.

“These projects are not only central to our housing goals but also have the potential to generate significant employment, support local industries, and deepen economic inclusion,” Mr Adjei noted.

He urged the Board to pursue creative public-private partnerships, attract long-term institutional capital, and take advantage of the growing global interest in green and climate-resilient housing finance. The Minister emphasised that the State Housing Company must transition from being just a home developer to a continental leader in affordable housing innovation.

For the Public Servants Housing Loan Scheme Board, Mr Adjei highlighted their core mandate: helping public servants access housing by building new homes, refurbishing existing ones, and facilitating mortgage financing. He expressed concern over the scheme’s dormancy due to the lack of a governing board for the past eight years.

He called on the Board to consider policy reforms, including a review of interest rates to attract external funding and potential amendments to the PSHLSB Decree (N.R.C.D 319). He also encouraged them to explore options such as home rental schemes and modernised service delivery to expand the scheme’s reach.

Turning to the Real Estate Agency Council, the Minister charged its board to become a “model, modern, and innovative regulatory body” for Ghana’s growing real estate sector. He stressed the importance of enforcing licensing, setting standards, promoting education, and monitoring compliance.

“This is an ambitious, yet achievable goal,” Mr Adjei said. “Let the Council’s core values – Professionalism, Integrity, Customer Focus, Transparency, Equity, and Innovation- be the foundation of every action and policy.”

The new Board Chair of the Public Servants Housing Loan Scheme, Mr Gerald Baffour Awuah Bonsu, reaffirmed their commitment to improving systems and aligning their efforts with the President’s “Reset Ghana” vision. He said the focus would be on sustainable, affordable housing using local materials.

Similarly, Mr Ralph Roland, Chairman of the State Housing Company Board, pledged to restore the company’s prominence in Ghana’s development. He promised to lead with “boldness, integrity, and accountability” while designing solutions to address the nation’s housing deficit.
