Ghana’s President John Dramani Mahama has named Dr. Ekwow Spio-Garbrah as the country’s Special Envoy for Reparations, a move aimed at strengthening Ghana’s leadership in the global campaign for reparative justice.
The appointment, announced earlier this week, tasks Dr. Spio-Garbrah with driving Ghana’s advocacy efforts within Africa and the wider diaspora. His mandate includes mobilizing international support, building strong policy partnerships, and shaping frameworks that address the enduring effects of slavery and colonial exploitation.
President Mahama described the appointment as a “strategic step” to ensure Ghana maintains its influential role in the reparations dialogue. “Dr. Spio-Garbrah’s wealth of experience in international relations and his unwavering commitment to Africa’s progress make him ideally suited to lead Ghana’s contribution to this important global effort,” the President stated.
A renowned diplomat and public servant, Dr. Spio-Garbrah has held several key positions in both national and international institutions. His distinguished career includes serving as Minister of Trade and Industry, Minister of Education, and Ghana’s Ambassador to the United States and Mexico.
Beyond government, he has also contributed to regional and global development through senior roles at the Commonwealth Telecommunications Organization (CTO) in London and the African Development Bank (AfDB).
During his time as Trade Minister, he championed industrial growth, supported small and medium enterprises, and negotiated trade agreements that strengthened Ghana’s export sector.
His tenure at the Education Ministry was marked by reforms aimed at improving tertiary education governance and expanding access.
As Special Envoy, Dr. Spio-Garbrah will coordinate Ghana’s reparations agenda with the African Union (AU), CARICOM, and global advocacy organizations to consolidate Africa’s collective demand for justice and restitution.
The push for reparations has gained renewed traction globally, with African leaders amplifying calls for compensation for centuries of slavery and colonial oppression. Dr. Spio-Garbrah’s appointment signals Ghana’s continued dedication to ensuring the continent’s voice remains central in shaping the global reparations narrative.
