Dennis Miracles Aboagye, aide to former Vice President Dr. Mahamudu Bawumia, has strongly condemned the Mahama administration’s introduction of the Dumsor Levy, accusing the government of misleading Ghanaians and failing to effectively manage the ongoing energy crisis.
During an appearance on Newsfile on JoyNews on Saturday, June 7, Aboagye called the levy a serious breach of public trust, adding that the NDC scammed their way into government only to betray Ghanaians.
“It is a betrayal of trust. The situation we find ourselves in is simply a clueless, everlasting incompetent bunch of arrogant braggarts who have simply scammed their way into government, and we won’t allow them to gaslight Ghanaians,” he asserted.
The contentious bill, passed under a certificate of urgency, seeks to generate revenue to tackle the energy sector’s escalating debt, which Finance Minister Dr. Cassiel Ato Forson estimated at US$3.1 billion as of March 2025.
According to Dr. Forson, an additional US$3.7 billion is required to fully settle this debt, with another US$1.2 billion needed to procure fuel for thermal power generation throughout the year.
Despite the government’s rationale, the levy has faced sharp criticism from the Parliamentary Minority and other stakeholders, including Mr. Aboagye, who describe the charge as a “predatory tax” that could cost consumers more than GH¢5.7 billion annually.
Critics are demanding full transparency and accountability in how the proceeds from the levy will be managed, accusing the government of fast-tracking the legislation without sufficient stakeholder engagement or clear justification.
