Transport Minister Set Up NRSA and DVLA boards

Speaking at the joint inauguration ceremony, the Minister of Transport, Joseph Bukari Nikpe commended the appointees and conveyed the President’s confidence in their abilities to steer the two institutions in line with their mandates.

He described their appointments as a call to national service and urged them to bring innovation, discipline, and accountability to their respective roles.

National Road Safety Authority Board 

The Minister highlighted the critical role of the NRSA in addressing Ghana’s increasing road safety challenges. He expressed concern about the rising number of road crashes and fatalities, attributing the situation largely to driver indiscipline and recklessness.

He called for urgent action, emphasizing that: “The provisional figures for the first half of the year are very alarming, and without prompt action, the situation could worsen.”

Board members were encouraged to provide strategic leadership that would enable the Authority to attract both financial and technical resources needed to implement sustainable safety interventions.

He pointed to global examples where long-term investments in road safety yielded significant reductions in crashes and deaths. The Minister reminded the new board that the NRSA’s mandate has been expanded under the National Road Safety Authority Act, 2019 (Act 993) and its accompanying regulations (L.I. 2468).

The Authority now goes beyond road safety education to ensuring compliance with road safety standards and overseeing transport operations. He, however, cautioned against board interference in the day-to-day management of the Authority, emphasizing that the board must work within its supervisory role under the oversight of the Ministry.

Members of the reconstituted NRSA Board are Chemah Joshua Yaadang – Chairman, Abraham Amaliba (ESQ), Derick Amaning Kwarteng, Ing. Francis Dormenyo Ahlidza, Mavis Asare Donkor and Nana Abuaa Brenya-Okyere are members.

The rest of the board members are Peter Baba Atiniak, Julius Neequaye Kotey, Freda Ekua Faah, Naa Shormeh Gyang, Ing. Stephen Adu, Oliver Akubia and George Sarpong.

DVLA Governing Board 

At the ceremony, the Minister underscored the DVLA’s vital role in ensuring vehicles on Ghanaian roads are roadworthy and that drivers are qualified.

He traced the evolution of the Authority, from its roots as a police department to a modern regulatory body established under Act 569 of 1999. He tasked the new Board with positioning the DVLA to keep pace with emerging trends in transport technologies, including electric and autonomous vehicles.

Board members were also urged to guide management in implementing initiatives aligned with the government’s 24-Hour Economy policy.

“DVLA has already commenced 24-hour operations at its Adenta office. I expect that other offices will soon follow suit to improve service delivery,” the Minister announced.

Again, the Minister cautioned the Board against overstepping its mandate, stating that the governance structure requires the board to report to the Ministry and not assume management functions.

Members of the Newly Inaugurated DVLA Board are George Spencer Quaye – Chairman, Eric Tetteh-Addison, Abraham Amaliba (ESQ), Mary Affanyi, Colonel Faustina Dennison, Robinson Kwasi Martey and Kwassem M. Odaymat.

The rest are; Godfred Adogma Abilbire, Abiba Zakariah, Ali Wahab, Theresa Potakey, Julius Neequaye Kotey and Emmanuel Kofi Netkuni.

Chairmen of the two boards assured of their resolve to work to expectation and actualize President John Mahama’s vision.
